The ESFA (Education and Skills Funding Agency) has established Accountability Framework for apprenticeship training providers in England. The Framework is used by the ESFA to assess the performance of apprenticeship training providers and determine if an intervention is necessary.

  8. Effective governance and leadership: This indicator assesses the governance and leadership of the training provider, including its management of finances and quality of leadership and management.
    Tip: Ensure strong and effective governance and leadership, with clear lines of responsibility and accountability.

     
  9. Compliance with funding rules: This indicator evaluates the training provider's compliance with funding rules and regulations.
    Tip: Stay up-to-date with funding rules and regulations, and ensure that all funding is used in accordance with the rules.

     
  10. Quality of assessment: This indicator assesses the quality of assessment practices in the training provider, including the validity and reliability of assessment methods.

Based on these 10 indicators, the ESFA may determine that an intervention is necessary. The range of interventions can include providing support and guidance, to taking more serious action such as appointing an interim manager or terminating the contract with the training provider.

It is important to note that contract termination is the most severe intervention that the ESFA may take, and it is only used in the most extreme cases where the training provider has consistently failed to meet the standards set out in the Accountability Framework.
